3. Why "nonprofit entities separate from the borough" may not be a good idea

(T)he first aid squad...planned to cut an $82,000 check this week...

The check was made out to the fire department, and the Soul Foundation said that any money that wasn't needed for ambulance replacement was for the city to spend? So why is only $82K going to the city council, and why is it coming out of the first aid squad's budget? And even if the $31K that was spent on the SUV qualified as "other purposes in town," that leaves $6K unaccounted for -- where did that go?
