1. downstate school districts been given a free ride for decades in their property taxes

as those local school districts pay nothing towards their teachers and admin pensions at all.....vs Chicago CPS areas which not only pays for their pensions but thru state income tax structure pays for downstate teacher's pensions.

Throw in the routine of promoting teachers and school admins a year or so out from retirement to gain even higher pensions which again, are not paid by the locals via property tax,

Illinois has issues for sure, mostly becasue of this type of stuff happening all over downstate Illinois. BTW, I live in downstate Illinois
