Madigan's been a leader in Illinois politics for years and has taken a lot of hits, especially from the republicons in Illinois. I wish we democrats could see the big picture. In my opinion, if it wasn't for Madigan, Rauner would have given our state away to his vulture capitalist friends a long time ago. It is highly likely that Madigan was consulted about and approved of this program, regardless of the cheap hit thrown at him in the article.
