a means to improve the "general welfare" of americans nor is there any such inherent concept of a social contract between citizens and their govt and....their govt to their citizens, Nothing exemplifies it more than the 21st century american conservative

and Illinois is all about cowardly politicians, greed and idiotic voters of all persuasions
