9. I'd like to see EVERY district competitive

parties shouldn't EVER be able to take a district for granted. Having a district solidly locked in to the point that the primary is the only race that matters ensures eventual corruption and taking the voters for granted.

It can't happen in CA with the paucity of viable republicans, but power corrupts. EVERY politician at every office should always be worried about their next 'job review'.
