4. Yes, in some ill-defined way, this seems to cross the line between support and advocacy . . .

We have problems of our own that need to be resolved before we begin paying to rectify how shitty other states may treat their citizens.

And if we start picking up the tab for all the citizens of those shitty states, what incentive will there be for those citizens to take corrective action within their own borders? Easier to "go along to get along" if you have a paid "out" somewhere else whenever it's needed.

Bad idea, made worse by its subsidizing the needs of those who should be incensed enough to action against their antiquated oppressors.
