2. Check out Payson. It still gets hot but not as hot and doesn't stay hot all night like the valley.

In the winter it occasionally get a bit of snow but it's not like you'll ever get snowed in (or very very rare).

It's a BEAUTIFUL drive down to Phoenix (well, a lot of it is) from there as well, but parts of it are fairly winding/require real attention to your driving. And it takes about an hour to get to the outskirts of Phoenix from there.
