Scan down and see the countries that are off from a UTC whole hour by 30 or 45 minutes.

Some are obscure. The Cocos Islands. Others just off to be not like others. Iran and Afghanistan.

Then there's India. Newfoundland Standard has a 1/2 offset included. And Australian Central time's 30 minutes out of alignment with UTC.
