because they tend to have a higher percentage of poor--often non-white--citizens that receive those "outrageous, horrible Republican-sponsored entitlement programs." Yeah, in quotes because those are far more strongly supported by Democrats.

It's also worth noting that one reason that VA pays a lot more is because DC.
