1. How dare the actual president, doing his job, say things that are political

and might influence an election!

That's what I'm hearing, right? Or is that just horrible journalistic spin?

The VP is a separate person and it's okay for her to say, "In my current role I will support the CiC and president. But, when I'm in the Oval Office, my policies will be my own and not his, and these are changes I'd make." She's not his mini-me.
