Some sort of allow Hamas because they suit aspirations to national power and prestige.

Some because they support an ideology that's built on notions of inter-group power.

Some because of identity, religious or ethnic.

Some give Hamas a pass because they're beholden or somehow allied with those in the prior three groups.

Some just don't want to take a stand.

Etc.

These form a majority; some in the five categories above are on the Sec Council.
