Most electric companies that I have been hooked up with have staggered rates.
A life line rate, very cheap
A rate based on expected use for a household
Then a higher rate for going over that.
But large commercial users get a lower rate because they use a lot.

So data centers suck up a lot of electric at a lower cost and the power companies have to augment their base supply with peaking generators of buying from some one else.
