At least in Oregon, blue districts are likely to able to get around this more easily than red districts.

All our voting is by mail, but county clerk offices can distribute ballots by setting up locations where they can be picked up by voters. We already have drop boxes for collection and more of these can be set up as well. The reason blue districts will come out ahead is their populations are more concentrated. Red districts are the large, mostly rural, counties in the eastern part of the state. Population is more spread out in these counties making ballot distribution and collection much more difficult.

Repukes aren't just shooting themselves in the foot, they're aiming for their head with this one.
