5. On one level, I can't argue with the logic for a small fee PROVIDED its truly going to infrastructure

But on another level, THE WORLD IS FUCKING FRYING, and the costs of the damage is going to be astronomical (already is and will only get worse). SO, at a minimum, I think anyone with a power source that is renewable, hydro, or nuclear, should be exempt entirely, and get BIG tax breaks in fact.
