Yesterday

That was handled (per a 1949 law) via the "Defense Base Closure and Realignment Commission (BRAC)".

That's when (as an example) Fort Dix became part of "Joint Base McGuire-Dix-Lakehurst", combining 3 NJ Bases (Air Force, Army, Naval Air). It took years for all those closures/realignments/staff moves.
