15. My mom's medigap insurance now costs 20% of her income

She can't even shop for a different policy because no other company will insure her (preexisting conditions). These companies know this and can jack up their premiums because you have to 'take it, or leave it'.

Shop carefully when you turn 65, because chances are you will be locked in with that company for life.
