But not against a Democratic president? This could be amusing. Though there's little chance Thune is correct that "the promotions were a priority for the Trump administration".

The promotions presumably will not increase Trump's personal wealth or power, ergo, they are not "a priority" for his regime. Though perhaps he'll be mildly interested now, simply because someone is attempting to deny him something.

Something that was previously, at BEST, a "preference".
