A 21-year-old Chinese citizen is being held by federal officials in Nebraska for allegedly taking photos of planes at Offutt Air Force Base.
Tianrui Liang was taken into custody on April 7 by federal officers at John F. Kennedy International Airport after making reservations for a flight to Frankfurt, Germany before traveling to Glasgow, Scotland, where he is a student at the University of Glasgow.
He was arrested for allegedly photographing a defense installation. A federal judge in New York allowed Liang's release on $20,000 bail, but the government requested and was granted a stay of that decision.
A federal judge for Nebraska agreed with the governments argument that "Liang is a considerable flight risk." A federal pubic defender was appointed for Liang.
