Some passed them on to consumers. Some didn't. Since passed them on in part. It's was their choice as to how much they decided the market would bear versus how much of a decrease in profits they were willing to take.

Since the importer paid the tariff, they are the ones legally entitled to the refund.

I think they are morally obligated to refund any increase they passed on. But legally it works the same way as when a part increased in price for any other reason. You aren't entitled to a refund if the wzywig the is in your car went up than back down in price.
