...is that in order to obtain a mail in ballot the voter has to present themselves in person at the local Board of Elections with a proper ID or drivers license.

That kind of defeats the whole purpose for most people who physically can't go and stand in line to vote. Shut ins, people in the hospital, and the disabled could just give up and not vote at all. ...as intended.
