2. I like the idea of splitting of ICE and CBP, and requiring a separate vote for their funding.

Take away any chance the republicans can justify giving more money to those agencies, simply because they need to pass a budget to fund DHS.
Those two agencies need to be gutted, reformed and reduced back to where they were prior to the massive increase in size in 2025. The budget was less than 10 billion dollars in 2024, but went to 70 billion in 2025.
