Trump personally advocated for tariffs. His ire about their being struck down is targeted at the supreme court justices who struck them down, not the advisors who were in sync with what he wanted them to say and do. That is nothing like Noem claiming that Trump personally approved her self-promoting expenditures.

As an aside, striking them down is not costing Trump (personally) "hundreds of billions of ill-begotten games." That money did not going into his pocket, nor will any refunds come out of his pocket. The amount of money the decision personally cost hm is zero.

No piece de resistance there to my mind!
