4. Is it better that a non-violent "criminal" get away than to chase and risk collateral damage and loss of life?

In cases like this the authorities - and I use that term advisedly - should let the suspect go rather than risk causing this sort of death.

Yes, it can be argued that if the suspect had not fled there would not have been a chase and the death would not have occurred. But if ICE had not pursued the death would almost certainly have been avoided as well.

I think there is shared culpability.

And I don't think the capture of one suspect is worth the death of one innocent.

This sucks.
