Canada paid all costs for the bridge, even reimbursing Michigan for land and engineering costs. The bridge is jointly owned between Canada and Michigan (the last time I checked Michigan is still a part of the US). Canada will collect tolls, once the costs are fully recovered Canada will share toll revenue with Michigan.
