22. In many cities

there have been intensive steps taken to train LEO on deescalation and more recently, how to deal with those having "mental health episodes". Doing that has helped to reduce, as has been noted over and over, the "crime rates" in cities nationwide - notably by showing the communities that they can partner with their local LEO to bring real criminals to justice (otherwise people refuse to testify in court in fear of being dubbed "snitches" ).

However 45 got Muskrat to DOGEshit all over the funding for that type of training, so it will be up to municipalities to maintain it on their own.

Basically I am talking "local" LEO. But this type of training is LONG PAST DUE to be applied to FEDERAL LEO.
