From further down in the article -

Kennedy said SAMHSA’s new pilot program will be called STREETS, or Safety Through Recovery, Engagement and Evidence-Based Treatment and Supports. He said the program, first directed at eight unspecified communities, will build integrated care systems for people experiencing homelessness, substance abuse and mental health challenges and help them find housing and employment.


I did just find the HHS Press Release on this and added to the OP comments but this stood out about it -

The Safety Through Recovery, Engagement, and Evidence-based Treatment and Supports — or STREETS — Initiative will fund targeted outreach, psychiatric care, medical stabilization and crisis intervention, while connecting Americans experiencing homelessness and addiction to stable housing with a clear focus on long-term recovery and independence.


They manufactured this complete lie because they had ZERO idea of how government operates and what was already in place -

The $100 million investment directed by Secretary Kennedy is a clear departure from Biden-era policies that were misguided, failing to stem the tide of death, addiction, homelessness, and crime in American communities. These policies focused not on preventing and treating individuals, but rather non-effective interventions such as harm reduction, supporting housing first, and other strategies that enabled future drug use — and were never intended to support people in their recovery to lead productive lives in their communities.


The Biden HHS (in partnership with many non-profits) did the complete opposite of that fictional characterization, which is why drug abuse and overdoses and deaths WERE DOWN, as were the crime rates, NATIONWIDE.

Basically, 45, through Muskrat's DOGEshit chainsaw policy, completely gutted (staff and funding) what Biden and previous Democratic Presidents had done that was working, and then are now reinventing a wheel with the same types of initiatives that were already in place before they trashed them.

They have been living in a distorted and loony Faux Snooze/Newsmax/OAN "universe" that doesn't exist in the real world and are moving forward with "reforms" based on their bizarre assumptions.
