Cuellar was born in Laredo, Texas. Both of his parents were Mexican-American. His father, Martin Siller Cuellar Sr. (1926–2019), was born in Tamaulipas, Mexico, and immigrated to the United States.His mother, the late Odilia Perez (1928–2015), was a native of Zapata, Texas.
