It sounds like the WH staff took over the administrative duties managing the pool. This may include the dissemination of stories to all the pool members. This would allow the WH to control the flow of information.

If that is the case, it seems like a really bad idea. I would assume the organizations involved in the press pool would fund and staff a pool administration office/service and would manage pool assignments and distribution of content.

But I know nothing of the specifics. And the full story seems to have no more details.
