Sometimes a cigar is a cigar.

The OP has this -

“Judge Chutkan permitted Vo to self-surrender for his sentence at the behest of the District of Columbia Probation Office,” his complaint states for the fleeing justice charge.


Meaning there is a charge that is apparently called "FLEEING JUSTICE".

Further down in the linked article is this -

“Vo did not self-surrender to the Bureau of Prisons as ordered,” the complaint says. “Instead, Vo fled to Canada.


Since the headline was only quoting wording in parts of the complaint and incorporating that into the later narrative, not sure why that would be considered "scare quotes".
