2. 2 guys got charged for shooting at each other as they drove down the road below me.

A common charge here is "shooting into an occupied car/building"
and these yahoos were having a dispute involving speeding down the road, into town, shooting at each other, taking up both lanes of the road, etc.

This law passes, the charge of "illegal possession of guns" may not apply in the future.

Altho, usually the perps are already holders of past felony charges and cannot legally possess a gun.
Like that matters.
