Yeah, right! 
The Republicans are looking for a way out of raising taxes. The Education Trust Fund was set up over many years to guarantee revenue for schools separate from General Fund items like Corrections and Medicaid.
Democrats have pointed out how the Republicans painted themselves in a corner.
They cannot raise taxes after pledging and campaigning not to. They are raiding education "rainy day" funds - excess revenue which the state legislature budgets annually and now they want to tap - imagine that! Another violation of public trust, in the opinion of many. Democrats are again pointing out education dollars will now be used to maintain our prison system!
Taxed enough already? That's what the rich will tell you - and anyone they can dupe.
