Straight but celibate clergy don't support legislation to prevent straight marriages or outlaw heterosexual sex acts.

As for Graham's celibacy, that's not the story I've heard. Maybe it's all been gay gossip without substance, but my impression for the past several decades was that Graham was part of a more-or-less discreet GOP circle of gay republicans in DC. That may not count as official proof, but I'm just not buying the celibate story either.
