4. If the demands were unreasonable or impossible, the pool guy should have refused but who says no to him?

Yesterday

No one. No one wants to be belittled or threatened so this is what happens, not just with the Reflection Pool but all the defacing of the people’s property. ie: Kennedy Art Center needs repairs from the drilling of adding his name on the outside and then removed.
