I've read of too many cases where even a family member of the victim called 911 for help, esp. where the latter was having some mental episode, and the latter ended up dead.

An unfortunate but true fact is, police response is highly variable depending on both the circumstances and who is involved,

and the likelihood of an unfavourable outcome is increased by several factors, including the location, and (yes) the race(s) of those involved.

Some can (and have) cursed at cops, fought back, driven off, etc. and lived to tell of it. And some can (and have) gotten shot dead reaching for a license.
