...the neighbor did the right thing. The number of people who'd be alive if a neighbor who didn't call 911 had chosen differently is pretty high.
This is 100 percent on the police.

I dont know how common 211 is everywhere but unless somebody is dead or dying, that can be a good number to call

Agreed. They will immediately transfer you to 911. Especially if you mention screaming.
