37. I am not saying they shouldn't investigate, but I don't see this as a murder conspiracy.

These people organized a bungee jumping event (doesn't sound like they had proper permits, from the link I found). But they appear to not have checks and balances. I think one of them was supposed to attach her, but he forgot, and the other two aren't checking if she is attached.
