But of course, by this definition, there was no money "exchanging hands" during Obama's term either. And in fact, the $1.7B was a separate settlement of a legal dispute (separate from the nuclear deal, i.e. JCPOA) that related to disposition of Iran's funds going back to the days of the Shah and Revolution. One which the US expected to lose at the Hague. Iran was asking for $10B, US settled for 1.7B. That's called REAL DEAL-MAKING.
