if I see a homeless person asking for help, I'll stop and offer them a bottle of cold water I keep in an ice chest in the back of my SUV just for such purposes and a $10 bill so they can get something to eat and if they have a dog with them, I'll give an extra 10 for food for the dog.

This "ordinance" was nothing more than an attempt to deny our homeless pop. from receiving help from our local entities trying to help them and get them to leave our parks, which is nothing more than cruel and unjust.
