The most generous reading is that he's play-acting as "America" for the purpose of his little joke. But it is still indicative of his narcissism. Most people making the same joke (supposing they were this nasty and boorish) would say "Why didn't you tell US about Pearl Harbor?" - not ME, but US.

Trump is unable to think in those terms.
