I figure there's a chance it happened.

I figure there's a chance that people that set targeting coordinates might make mistakes and there's a chance that equipment might fail. (But hey, I'm a pessimist and we know that people are perfect and equipment never fails. If your computer stops working or you have a flat tire or the washing machine dies, it's because a perfect person had programmed or arranged for that to happen. Obviously.)

Then again, I have no idea if there was a legit target in the area. Because people tend to ignore utterly, when it suits them, that if there's a military purpose in place for a civilian building--a militia shooting out of a hospital's windows, missile batteries on school grounds--then the entity placing the military target in the protected building, under international law, assumes responsibility for anything that happens to that location--so if patients die to kill the shooters or students die to take out the offensive weaponry, that's 100% on the shooters or the placers of the missile batteries and they should be proud to take responsibility for the deaths of the vulnerables. Full stop. (That's if we actually think international treaties and law is a thing.)
