The Presidential authority to direct U.S. Military forces is applicable in this scenario. The only question is whether an independent U.S. threat assessment is/was required and not just reliance on an allys judgment. I'll have to look back to see if Mr. King said the same thing when we carried out attacks in Pakistan, Somalia and Yemen without congressional approval.
