This looks a bit too seat-of-the-pants and showy. You don't want to innovate in a big showy way right before a big storm. The snow doesn't care.

On the other hand, it could pay off, either from a PR perspective or legitimately. If the snow storm isn't that bad and he gets 100 volunteers, he can take credit for the weather. Or, if he gets 10,000 volunteers and it's a brutal snowstorm, and they save the day, he wins there too. So he does have an upside. But I think it's risky.
