I said refunding tariffs paid by importers would be the most feasible because the records exist, but issuing refunds to consumers would be nearly impossible to calculate correctly.

With the possible exception of private individuals sending packages to the US, Canada didn’t pay any tariffs- it was the importers who brought the products from Canada into the US who paid them at the point of entry to the US. Sector products like Lumber, steel, and auto parts aren’t covered by yesterday’s ruling in any case.

We know Trump is funneling Venezuelan oil funds to an account in Qatar that he controls, and we also know that tariffs are collected by US customs and remitted to the Treasury, which he does not control. He cannot order a disbursement to himself. Once funds are disbursed to an agency or department per congressional authorization, he has attempted to control whether or how they can be spent.
