which means he is skeptical of the "administrative state"; he doesn't like the Chevron case, which instructs courts to give deference to administrative agencies. He has tended to go with the liberals on cases involving due process rights and law enforcement overreach, and has consistently sided with Native tribes in cases involving tribal sovereignty. On the other hand he sticks with the conservative position on religious matters, and favors constitutional originalism. So he's kind of a mixed bag, ideologically.
