I would bet a decent amount of money that Mango Mussolini will just keep the tariffs and keep the money that it's already collected.

Why?

Because what if he does? There are no repercussions. Are they going to arrest him? Who would do that?

I mean he might comply but I think a time will come that he won't because, eventually people on his team will decide to call the bluff of Congress and the courts.
They (the judicial and legislative branches) have, of their own accord, infused the Executive branch with truly unlimited power.

For those that say they will comply because it's the law, I would point you to the fact that the DOJ itself is currently ignoring hundreds of court orders with no inclination they intend to ever comply.
