They can and have fired some missile at US bases in the Middle East but won't be the 1st time and their stocks are low now.

Their only real move to block/mine the Straights of Hormuz they don't dare to as it would piss off China, China imports roughly 40% to 50% of its crude oil from the Persian Gulf.
