2. I can't be certain, but it looks like ICE isn't going to be able to use the Chester, NY Pep Boys warehouse.

The village simply doesn't have the water or sewage capabilities to support the 1500-2000 prisoners that would be confined there. Carl Icahn will have to find a real use for this warehouse; one that doesn't destroy people's lives, and devastate the community.
