Maybe if every other state does the same thing, it might slow this thing down. If they don't have places to put people, maybe they'll be a little more careful about who they grab. If there's anything you don't want to ever do, it's giving police or ICE or whoever a bottomless pit to throw people into. They'll try to fill it up.
