2. Why would she resign? What is Congress going to do? Impeach her, right?

So what? She is not shame-able. There is no amount of disgrace which would cause a resignation.

Do you expect Senate Repugs to vote to remove her in an impeachment proceeding? I have no such expectation, and would be curious to know the reasoning of those that do.
