There have been people equally bad throughout history who are dead. Vlad Dracula the Impaler comes to mind. Caligula. Probably more than one American slaveowner whose name[s] we don't know - based on reports. i read this week about a couple who decapitated two of their four children - and forced the other two to ;look at the corpses.

Not that you couldn't still be right - the powers could simply be putting it off as long as possible.
